House Committee Considers EAGLE Act; Biden Administration Allows TPA to Expire

This week the House Foreign Affairs Committee spent two days debating the Ensuring American Global Leadership and Engagement (EAGLE) Act, the House’s complement to the U.S. Innovation and Competition Act (USICA), also formerly known as the Endless Frontier Act, which contains provisions aimed at alleviating the semiconductor shortage.  The committee ultimately decided to delay a vote until after the July 4th district work period, following which it will head to the House floor.  The differences between the House and Senate bills will then need to be worked out before it can receive final approval and be sent to the president for his signature.

TPA/Trade Agreements

On Wednesday, Trade Promotion Authority (TPA), which allows the president to negotiate free trade agreements with a simple up or down vote from Congress, expired.  The Biden Administration did not seek its renewal, which is required every six years, and is an indication that they do not plan to pursue the negotiation of free trade agreements, at least through traditional avenues.

CALL TO ACTION:  EVs

Proposed Senate legislation would add an additional $2,500 in tax credits for cars built in the U.S., and another $2,500 for cars built in the U.S. at facilities represented by unionized labor.  Favoring union-built vehicles over other vehicles built in the U.S. has no value to the environment, and the motivation behind such an incentive can be nothing less than political favoritism.  AIADA Chairman Steve Gates issued a call to action urging dealers to contact their Members of Congress and tell them to oppose this un-American proposal.  If you haven’t already, take action today!
